The delay centers on the strategic allocation of funds established last October during negotiations between U.S. President Donald Trump and South Korean President Lee Jae Myung. Under the existing agreement, Seoul pledged to pour $350 billion into American manufacturing, while Washington committed to capping tariffs on South Korean imports at 15 percent.
While $150 billion has been earmarked specifically for the shipbuilding sector, the remaining $200 billion remains subject to intense internal planning. Ministry officials indicate that the postponement is a tactical move to ensure the specific project details are fully vetted before the final terms of the partnership are codified into law.
