Yogi Adityanath launches UPCOS to formalize outsourced labor

“Governments prior to 2017 considered outsourced employees a burden; we consider them an asset,” Chief Minister Yogi Adityanath said Wednesday. The launch of the Uttar Pradesh Outsourced Services Corporation aims to eliminate exploitation by middlemen and provide direct salary and social security benefits to the state’s workforce.

The newly launched UPCOS portal establishes a state-level, non-profit framework designed to protect the rights of outsourced personnel. By removing intermediaries from the recruitment process, the government intends to ensure that workers receive timely payments and mandatory benefits like EPF and ESI. Adityanath emphasized that the initiative is intended to move beyond transactional employment, fostering a culture where labor is respected and individual contributions are formally recognized.

During the event, the Chief Minister underscored that the state’s development under Prime Minister Narendra Modi relies on the collective efforts of both permanent and outsourced staff. He highlighted that the corporation will extend a security cover to approximately 20 lakh people. By digitizing the recruitment and payment process, the administration aims to resolve long-standing issues regarding wage delays and exploitation, providing workers with the stability needed to support their families’ education and healthcare needs.
