Investigators found that construction-related radio interference blocked critical departure warnings, forcing pilots to take evasive action mid-air.

The August 4 incident occurred after air traffic controllers failed to receive the mandatory three-minute departure notice from Marine One. While recordings from ATC.com confirm the helicopter pilots broadcast the call, the tower remained silent. The National Transportation Safety Board (NTSB) identified the culprit as a lack of line-of-sight caused by recent White House construction, which obstructed radio signals between the launch site and the airport's receiver.

At the point of closest approach, the two aircraft were separated by just 0.8 miles laterally and 700 feet vertically. The Envoy Air crew reported receiving a collision-avoidance alert, though they never visually spotted the helicopter. Marine One pilots, seeing the airliner, initiated a momentary delay to avoid the jet's flight path. Aviation safety expert Jeff Guzzetti noted that controllers were not at fault, as they operated on the information available to them at the time.

In response to the near-miss, the Federal Aviation Administration relocated the radio antenna to the top of the Reagan National tower to restore clear communications. This incident underscores persistent friction in military-civilian air coordination, following a previous midair collision that killed 67 people last year. While officials maintain the president was never in immediate danger, the failure highlights ongoing vulnerabilities in the airspace surrounding the nation's capital.
