Lubeck assumes oversight of the International Bank for Reconstruction and Development, the International Finance Corporation, and the Multilateral Investment Guarantee Agency. By consolidating these arms under unified leadership, the group aims to move away from siloed development strategies, instead bundling public financing with private risk-management tools to address complex challenges like infrastructure gaps and workforce development.
With nearly 30 years of experience in emerging markets, Lubeck previously led the IFC’s Transaction Advisory Services in Europe, specializing in public-private partnerships across the energy, transport, and healthcare sectors. His background in capital-market investments and infrastructure advisory will be central to the group's current mandate in Guatemala, which prioritizes mobilizing private capital to alleviate pressure on public budgets. He will operate within the existing Country Partnership Framework, focusing on the practical implementation of projects designed to expand sustainable services and attract productive investment to the region.
