Iran and Oman negotiate Strait of Hormuz control deal

The draft deal would allow Iran to oversee inbound traffic through the Strait of Hormuz, a move that contradicts long-standing U.S. policy to keep the world’s most critical energy artery open and free of tolls. Iranian Deputy Foreign Minister Kazem Gharibabadi stated that negotiations with Oman have reached a point where both inbound and outbound traffic would transit through Iranian territorial waters. Tehran is reportedly seeking cargo fees between 5% and 7%, while Oman has proposed a 3% rate. Washington continues to insist on zero fees for international shipping.

Despite President Donald Trump’s assertions that a resolution is imminent, regional sources indicate that key details remain unsettled. Disagreements persist regarding the extent of Iranian oversight and whether Gulf states will retain a role in supervising ship inspections. The pressure to finalize an agreement is mounting as Trump faces significant domestic opposition to the war ahead of the November midterm elections. Military officials have privately warned that the campaign, which began in February, has depleted critical munitions reserves, including long-range precision missiles.

Tehran has bolstered its bargaining position by threatening regional energy infrastructure if the U.S. resumes attacks. This leverage remains a core component of Iran’s strategy to increase the political and economic cost of continued military action, complicating any potential path to a stable regional ceasefire.
