FIFA Secretary General Mattias Grafstrom addressed staff in an internal letter, describing the situation as a "sad and reproachable series of events" while urging employees to maintain professional composure. Meanwhile, Arsene Wenger, FIFA’s Chief of Global Football Development, publicly distanced himself from the plan, labeling the project’s withdrawal as an absolute necessity for maintaining the organization’s integrity.

Opposition is solidifying across major regions. UEFA and CONCACAF have openly declared a loss of confidence in Infantino’s leadership, with reports suggesting these confederations are prepared to bypass FIFA entirely to launch their own competitions. While Infantino retains backing from a handful of nations including Morocco, Qatar, and Kuwait, the pressure is mounting. If 43 member associations demand an Extraordinary Congress, his presidency could face an immediate challenge ahead of the March vote in Morocco.

Infantino has historically relied on support from smaller, non-European federations by leveraging FIFA funding. To survive the upcoming election cycle, he must now reconcile these relationships while addressing the demands of wealthier associations that insist on radical institutional reform. His opponents have until November 18 to nominate a candidate capable of bridging this widening divide in world soccer.
