The initiative prioritizes a fundamental shift in workforce management. Voluntary separation programmes will further refine workforce planning, allowing the state to reallocate resources toward more critical institutional capacities.
Technological investment serves as the programme's backbone, focusing on the modernization of shared digital platforms and public procurement systems. These upgrades are designed to streamline asset management and ensure interoperability between disparate government agencies. Viviana Alva Hart, IDB Group Representative in Argentina, emphasized that these reforms aim to create a more transparent state, better equipped to meet citizen expectations through improved public spending quality.
This loan represents the inaugural phase of a broader $800 million Conditional Line of Credit for Investment Projects. Aligned with the IDB’s 2025–2028 country strategy, the funding provides a multi-year roadmap for sustained administrative development at both national and subnational levels.
