The facility, controlled by the state giant Rosneft, sustained significant damage as multiple fires erupted across the site. A dashcam video captured from a nearby road shows the scale of the blaze, with tall columns of smoke rising high above the industrial horizon. This marks the second time this year that the refinery has served as a target for long-range Ukrainian drones, following an initial strike in August that President Volodymyr Zelensky cited as a strategic effort to degrade Russian export revenues and military logistics.
Operating with a capacity of approximately 8.8 million metric tonnes of crude annually, the Novokuybyshevsk plant is a vital link in the Russian supply chain, producing aviation fuel, diesel, and lubricants. By systematically targeting these deep-inland energy hubs, Kyiv aims to disrupt the flow of fuel to the front lines and restrict the financial resources sustaining the conflict. The resumption of these strikes signals a shift back to a strategy of economic pressure, despite prior diplomatic friction regarding the potential impact on international energy markets.
