His remarks arrived just one day before the 99th anniversary of the founding of China’s armed forces.

This push for discipline follows findings from the London-based Independent Institute of Strategic Studies, which reported that systemic corruption has created significant deficiencies in the PLA’s command structure and hindered operational readiness. While the Pentagon previously estimated that Beijing aimed for a 2027 window to potentially seize Taiwan by force, recent U.S. intelligence assessments suggest China prefers to exert control over the island without kinetic engagement. Despite this, the daily presence of Chinese military assets surrounding Taiwan serves as a persistent reminder of the party’s long-term territorial ambitions as the military approaches its centenary year.
