The capital supports ACEA’s 2027–2030 investment plan, which prioritizes reducing water loss, digitizing distribution networks, and increasing resource reuse. By upgrading treatment facilities and strengthening physical connections, the utility intends to bolster the system against environmental pressures and ensure a more reliable supply for the region.
This agreement cements a partnership dating back to 1999, during which the EIB and ACEA have signed 17 deals totaling approximately €2.6 billion. EIB Vice President Gelsomina Vigliotti noted that Italy remains a primary beneficiary of the bank’s water sector financing, citing the country's urgent need for modernized infrastructure. In 2025 alone, the EIB injected €837 million into Italian water projects, impacting services for millions of residents.
ACEA Co-General Manager Pier Francesco Ragni stated that the funding accelerates vital upgrades to networks and facilities. The move aligns with the EIB’s broader strategy for Italy, which includes recent collaborations with utilities such as MM S.p.A., SMAT, and the Viveracqua Hydrobond programme. These initiatives focus on improving sanitation, securing drinking water, and mitigating flood risks across the country.
