NATO Secretary General Mark Rutte, speaking from Washington, characterized the upcoming assembly as a clear message to Vladimir Putin. Rutte contended that the Russian leadership remains wary of the alliance’s ability to turn its stated commitments into tangible military reality. The focus now shifts toward a rigorous industrial expansion designed to overcome Europe’s historically fragmented defense sector.
Central to this strategy is a new mandate for member states to hit a 5% GDP defense spending target by 2035. Achieving this threshold requires a fundamental overhaul of production capabilities and a rapid integration of new technologies across the alliance. Ukrainian President Volodymyr Zelenskiy is expected to attend, reinforcing the bloc's commitment to Kyiv’s ongoing defense against Russian forces and ensuring that industrial output aligns with the tactical needs of the front line.
