The former Chief Minister highlighted the precarious conditions faced by returnees under the 'PM Package' employment scheme, noting that many struggle with substandard housing and inconsistent access to water and electricity. Mufti contended that while government policy provides the framework, the sustained presence and cultural preservation of the community rely heavily on the local population's willingness to foster an inclusive environment.

Beyond basic utilities, Mufti proposed the development of comprehensive housing infrastructure and cultural centers to help displaced families re-establish their roots. Her remarks coincide with heightened legal scrutiny; the Jammu & Kashmir and Ladakh High Court recently issued notices regarding a petition that challenges the state’s failure to meet long-standing rehabilitation commitments. The court action underscores years of stagnant parliamentary recommendations, bringing the gap between official policy and the reality of returnees into sharp focus.
