The 17th District, which spans Westchester County and the Lower Hudson Valley, stands as a primary target for Democrats, particularly after Kamala Harris narrowly carried the area in 2024. Conley defeated a field of four challengers, including Rockland County Legislator Beth Davidson, bolstered by a significant fundraising advantage and consistent polling leads. A combat veteran who served in Iraq and Afghanistan, Conley is now part of the "Hell Cats," a network of female veterans seeking seats in Congress.

Despite the district's lean, Lawler remains a formidable opponent with a reputation for surviving difficult electoral cycles. He previously unseated high-profile Democrats such as Sean Patrick Maloney and Mondaire Jones. While Lawler faces a challenging national environment, his campaign war chest remains substantial, with $7.4 million raised compared to Conley’s $3.3 million. The contest is part of a broader defensive battle for New York Democrats, who are working to protect vulnerable incumbents like Tom Suozzi, Laura Gillen, and Josh Riley in competitive districts across the state.
