The Choe Hyon destroyer enters service following 14 months of rigorous operational testing, signaling a shift in Pyongyang’s military priorities. Kim confirmed that a second 5,000-ton vessel, the Kang Kon, is slated for deployment soon. This ship previously faced technical setbacks after capsizing during its initial launch ceremony last year. Beyond these destroyers, the country is pursuing the development of 10,000-ton strategic warships.
Addressing the Workers' Party Central Committee, Kim emphasized that the navy’s evolution is essential to the state's nuclear deterrence strategy. He described the ongoing nuclearization of the fleet as a process advancing along its own dedicated course. To support this hardware expansion, the government is prioritizing the construction of new naval bases, which Kim labeled a desperate and essential task. While specific details regarding the new scope of naval operations remain classified, the leadership intends for these capabilities to reach levels beyond current imagination.
