The text compels nations to take all necessary measures to investigate those responsible, rather than allowing cases to languish in local courts.

To bridge the gap between reporting and conviction, the UN Secretary-General will appoint a senior focal point to coordinate accountability efforts globally. Furthermore, troop-contributing countries are now encouraged to deploy specialized investigators to assist host states in high-stakes inquiries. The council has also mandated an annual progress report to track whether these new mechanisms are yielding results or if further punitive steps against perpetrators are required.
