Lavrov Reopens Door to Stalled Ukraine Negotiations

Russian Foreign Minister Sergei Lavrov signaled Tuesday that Moscow remains open to restarting peace negotiations with Kyiv, picking up from the framework established during previous discussions. Despite the invitation, the Kremlin maintains its core prerequisite: the surrender of Ukrainian-held territories in the Donbas region, a condition Kyiv continues to reject.

The proposed return to the negotiating table references the diplomatic sessions held in Istanbul shortly after the 2022 invasion, as well as subsequent talks in 2025. Lavrov asserted that Russia has consistently maintained a willingness to engage, though his remarks offered no indication of a strategic pivot regarding Moscow's territorial demands.

This diplomatic overture comes against a backdrop of shifting global priorities. The last formal peace process, mediated by the United States, concluded in February. Since that time, the focus of international mediation has shifted significantly following the outbreak of conflict involving the United States, Israel, and Iran.
