Beijing Hits Back at US Firms with Rare Earth Export Ban

China has blacklisted ten American entities, including MP Materials and USA Rare Earth, effectively halting the export of dual-use technology to companies it claims are tethered to the Pentagon. This move marks a sharp escalation in trade frictions following Washington’s recent inclusion of Chinese tech giants on its own restricted lists.

The Chinese Ministry of Commerce declared that these export controls are a necessary measure to safeguard national security, citing a need to address what it termed the malicious practices of the U.S. government. Under the new rules, organizations worldwide are forbidden from supplying Chinese-origin dual-use items to the designated firms. The ban replaces previous requirements for export licenses with a total prohibition, targeting companies like Aveox, which manufactures motors for critical applications.

While the rhetoric from Beijing is severe, analysts suggest the practical impact may be limited. Most of the targeted firms operate within the U.S. defense sector and maintain little direct commercial presence in China. George Chen of the Asia Group described the move as a largely symbolic retaliation against the Department of Defense’s 1260H list, which recently added major Chinese players such as Alibaba, Baidu, BYD, and NIO. In a parallel development, China’s finance ministry imposed procurement bans on 46 additional U.S. companies, though the restrictions exempt American-funded enterprises currently operating inside Chinese borders.
