Voting was entirely absent in the Tigray region, where the aftermath of a brutal two-year civil war continues to stymie governance, and was partially suspended in parts of Amhara due to the rise of the Fano militia.
Deep-seated ethnic grievances and armed opposition present a volatile backdrop to this electoral victory.
