David Miliband, president of the International Rescue Committee, warned that a sharp decline in international aid is stripping away the essential safety nets required to sustain a battered population.

The IRC’s budget for Ukraine has plummeted to $20 million for 2027, down from $40 million last year. This funding gap follows a broader trend of reduced foreign aid and the dismantling of the U.S. Agency for International Development, which has prompted other donor nations to pull back on their commitments. Miliband, speaking on World Refugee Day, noted that these financial shortfalls leave fewer resources for communities near the 1,200-kilometer frontline, where the organization operates mobile medical units and trauma support services.

With approximately 10 million Ukrainians displaced—including four million internally—the scale of the crisis continues to outpace global support. Miliband argued that the current geopolitical focus on military strategy obscures the deepening mental health crisis among civilians who have endured four years of conflict. Redirecting even a fraction of the billions currently allocated for defense toward humanitarian and psycho-social programs could prove decisive in preserving the resilience of Ukrainian society.
