While Ukraine maintains close ties with Washington, Paris, and London, the inclusion of permanent members like Russia and China in this dialogue represents a broader attempt to build a viable framework for peace.
Previous U.S.-backed mediation efforts faltered earlier this year as Moscow demanded territorial concessions that Kyiv remains unwilling to grant. Zelenskyy has separately pushed for Donald Trump to intervene and broker direct talks with Vladimir Putin, though the Russian leadership has dismissed the possibility of such a meeting. Lula noted that while earlier overtures were ignored, the current climate has prompted a change in stance. The Brazilian president has already initiated discussions with all five permanent members of the Security Council and plans to continue these efforts to explore a path toward de-escalation.
