The initiative centers on the $20 billion Asia-Pacific Digital Highway, a funding vehicle designed to bolster broadband infrastructure and technology platforms. ADB President Masato Kanda described the current climate as a technological wave that necessitates immediate preparation to sustain growth and living standards. Beyond raw infrastructure, the bank plans to assist member nations in drafting cybersecurity protocols and data governance frameworks to secure their expanding digital ecosystems.

Central to the plan is the reduction of the digital divide. The bank intends to prioritize programs that increase access to online services and essential digital skills for underserved populations. By fostering collaboration between governments and private tech partners, the ADB hopes to transition from simple financing to knowledge sharing, ensuring that the integration of artificial intelligence into sectors like healthcare and education does not exacerbate existing economic inequality.
