By insisting that any final accord must be endorsed by the Security Council, France ensures it retains a decisive vote on the removal of international sanctions. This strategy mirrors the diplomatic alignment that led to the 2015 nuclear agreement, which collapsed after the U.S. withdrew during Donald Trump’s first term.
