The document, titled the Islamabad Memorandum of Understanding, mandates an immediate cessation of hostilities across all fronts, including Lebanon. Both nations commit to respecting sovereign territorial integrity while setting a strict two-month timeline to finalize a comprehensive deal. Under the terms, the U.S. will begin dismantling its naval blockade within 30 days, while Iran agrees to facilitate the safe passage of commercial vessels through the Persian Gulf during the negotiation period.
A central component of the framework involves significant economic and nuclear concessions. The U.S. pledges to coordinate a $300 billion reconstruction plan for Iran and lift both primary and secondary sanctions, including those tied to UN Security Council resolutions. In exchange, Tehran reaffirms its commitment to forgo nuclear weapons and agrees to IAEA-supervised down-blending of its enriched stockpiles. The agreement also provides for the release of frozen Iranian assets and the issuance of waivers for oil exports, contingent upon the parties adhering to the established status quo throughout the 60-day dialogue.
