EU Council initiates quiet diplomatic outreach to Moscow

European Council President Antonio Costa’s office has established tentative diplomatic contacts with the Kremlin in recent weeks, seeking to open communication channels. While officials emphasize that no substantive negotiations have occurred, the move marks a tactical shift toward preparing the bloc for future security discussions regarding the ongoing war in Ukraine.

EU Council initiates quiet diplomatic outreach to Moscow

The outreach aims to secure the European Union’s strategic interests, ensuring that formal pathways exist should the geopolitical landscape shift. Despite these initial contacts, the EU maintains its position as a supporter of Kyiv rather than a mediator, leaving the primary diplomatic heavy lifting to the United States. Internal divisions remain a hurdle, as member states grapple with the risk of appearing fractured in their approach to Moscow.

Italian Prime Minister Giorgia Meloni has emerged as a vocal critic of the current, fragmented diplomatic efforts. Following a G7 summit in France, she argued against the influence of the E3—Britain, France, and Germany—suggesting that their dominance complicates consensus. Instead, Meloni proposed appointing a single EU envoy from a medium-sized power to represent the bloc’s interests, warning that a proliferation of competing diplomatic initiatives only invites confusion and undermines a unified European voice.
