Under strict military tradition, all personnel are required to salute Medal of Honor recipients regardless of rank.
According to the Congressional Medal of Honor Society, this decoration is reserved for individuals who have demonstrated extraordinary valor in service. Since the Civil War, fewer than 4,000 of the 40 million Americans who served in the armed forces have received the honor. Official guidelines confirm these recipients are the only individuals entitled to a salute from all military ranks, reframing the controversial footage as a display of respect for a decorated veteran rather than a breach of military dignity.
