The diplomatic friction follows a video posted by Ben-Gvir in which he mocked activists attempting to deliver humanitarian aid to Gaza. This public display drew sharp rebukes from several Western governments, exacerbating existing tensions within the EU. The fallout has already manifested in individual state actions: France barred the minister from entry in May, and Italian prosecutors have opened investigations into his conduct.
Despite these individual measures, the EU as a whole remains deadlocked. Kaja Kallas, the bloc's top diplomat, confirmed that the proposal for collective sanctions lacked the necessary support to move forward, leaving the union at an impasse regarding its official stance on the minister’s rhetoric and actions.
