The financing package supports the city’s Three-Year Investment Programme, which centers on social inclusion and environmental sustainability. A significant portion of these funds will facilitate the construction of new affordable rental homes in Pianura and Chiaiano, while existing residential stock is slated for energy-efficiency upgrades. Beyond housing, the plan allocates resources for the renovation of schools, sports facilities, and cultural venues, including libraries and theatres, to bolster community infrastructure.
Restoration work within the historic centre remains a pillar of the project, aiming to protect heritage sites while integrating modern green space and renewable energy systems. Mayor Gaetano Manfredi noted that the agreement serves to balance urban development with the preservation of the city's identity. EIB Vice-President Gelsomina Vigliotti emphasized that the move deepens the bank's long-standing partnership with Naples, following previous collaborations on metro infrastructure and safety upgrades in the Phlegraean Fields and Ischia.
