China’s Xiong’an Forum Signals Shift in Global Governance Power

The 2026 Global Governance Forum in Xiong’an brought together representatives from over 90 countries, marking a strategic push by China to reshape international decision-making. By centering the Global South, the summit sought to move beyond rhetoric, translating the one-year-old Global Governance Initiative into tangible policy and trade reforms.

Held from October 23–25, the forum served as a platform for Beijing to consolidate support for a multipolar order. Chinese Foreign Minister Wang Yi outlined eight practical measures to implement the Global Governance Initiative, emphasizing the necessity of bolstering the United Nations and expanding the influence of developing nations. The event underscored a growing consensus: the current international system requires structural reform to address the governance deficit and ensure that emerging fields like artificial intelligence are not monopolized by developed powers.

For participants like Egypt, the forum offered more than diplomatic alignment. China pledged duty-free access for products from least-developed nations and announced the establishment of a Global Governance Research Center to provide intellectual support for independent development policies. By hosting the event in the Xiong’an New Area, a city built on green infrastructure and smart technology, China presented its own urban development model as a blueprint for the Global South. This convergence of political strategy and economic incentives aims to solidify a bloc capable of challenging unilateral trade policies and fostering a more equitable international trade environment.
