Hubbard, a former US Air Force and National Guard member who spent decades teaching English in Japan, moved to Ukraine in 2014. He was captured in Izyum shortly after the 2022 invasion. While Russian authorities accused him of acting as a mercenary at a local military checkpoint, his legal counsel maintains he was forcibly taken from his residence. His family identified him in subsequent questioning videos that emerged online.
Since his conviction in October 2024, Hubbard’s situation has drawn increasing scrutiny from Washington. Despite his status as a wrongfully detained individual, Moscow has consistently denied US officials consular access. Reports suggest he has been transferred through multiple Russian detention facilities, complicating efforts to monitor his health and well-being. Witkoff’s upcoming dialogue with the Russian leadership represents a critical attempt to break the diplomatic stalemate surrounding his case.
