Seoul Reduces Kyiv Embassy Presence Amid Breach of Confidentiality

A diplomatic rift between Seoul and Kyiv has deepened as South Korea withdraws additional embassy staff, citing a lack of constructive dialogue regarding the public disclosure of captured North Korean soldiers. The move follows President Zelenskyy’s decision to reveal the transfer of two prisoners at the United Nations General Assembly.

Seoul Reduces Kyiv Embassy Presence Amid Breach of Confidentiality

South Korea’s Foreign Ministry confirmed the reduction in personnel on Tuesday, asserting that the breach of a prior confidentiality agreement has severely damaged bilateral trust. Officials in Seoul maintain that secrecy was essential to ensure the safety of the soldiers and their families in North Korea. Despite the recall of its ambassador earlier this month, the ministry stated that a chargé d’affaires and consular staff will remain in Kyiv to maintain basic diplomatic functions and protect South Korean nationals.

Foreign Ministry spokesperson Park Doo-soon described the withdrawal as a necessary step to address the impasse, noting that previous attempts to resolve the matter through multiple channels yielded no result. Conversely, Ukrainian Foreign Minister Andrii Sybiha has signaled that Kyiv considers the issue resolved, attributing the friction to conflicting interpretations of the original agreement. While South Korea remains vigilant regarding North Korea’s deepening military cooperation with Moscow, this diplomatic standoff highlights the growing tension between Seoul’s security sensitivities and Ukraine’s wartime political messaging.
