The potential trilateral dialogue follows a notable shift in US-Russia relations, marked by President Trump’s recent decision to purchase Russian diesel and his executive order waiving significant economic sanctions on Moscow. While Kremlin spokesman Dmitry Peskov acknowledged that all three parties recognize the hypothetical possibility of such a meeting, he noted that no concrete agenda or formal agreement exists yet. A senior US official familiar with the matter stated that while Trump has not committed to the summit, he remains open to the concept.
This diplomatic maneuver arrives as Washington and Moscow move closer on energy trade, a development that has met sharp resistance from Kyiv. President Volodymyr Zelensky has publicly warned that the waiver of sanctions and the procurement of Russian fuel will only embolden the Kremlin and extend the ongoing hostilities. With the APEC summit scheduled for November 18–19 in Shenzhen, the proposal places intense pressure on the Biden-era consensus regarding the conflict, effectively sidelining Ukrainian officials from potential negotiations concerning their own borders.
