African Transition States Target Debt Transparency in Kigali Workshop

Policy officials from 22 African transition states gathered in Kigali to overhaul debt management systems, shifting focus toward greater fiscal accountability. The five-day workshop, concluding October 2, addressed the growing pressure of public borrowing by emphasizing data governance, the disclosure of hidden liabilities, and the creation of actionable reform plans.

Organized by the African Development Bank through its Public Finance Management Academy, the program moved beyond theoretical discussion to address the mechanics of fiscal risk. Participants scrutinized institutional frameworks and the technical hurdles of maintaining accurate public debt databases. Judith Nabaasa, Chief Economist at Rwanda’s Ministry of Finance, noted that transparency serves as a critical pillar for sound fiscal management, providing investors and oversight bodies with the clarity required to bolster public confidence.

Throughout the sessions, country teams developed specific reform agendas tailored to their national infrastructure. These plans prioritize data quality, the mitigation of contingent liabilities, and the balance between financial confidentiality and public disclosure. Eric Ogunleye, Director of the African Development Institute, linked these institutional upgrades to the continent's broader development financing goals, highlighting the necessity of building professional capacity to withstand future fiscal shocks. This Kigali meeting follows earlier sessions in Addis Ababa and Accra, marking a sustained regional push to modernize debt reporting and oversight mechanisms.
