The controversy centers on Vikas Marmat, an IAS officer serving as Project Director of the Kuppam Area Development Authority. According to Reddy, Marmat allegedly attacked customers and police officers at a Bengaluru establishment while intoxicated. Reddy argues this outburst is not an isolated incident but a symptom of a systemic culture of impunity fostered by the current government, where officials believe their political connections provide an absolute safeguard against misconduct.
Reddy further alleged that Kuppam has become a hub for systemic graft, claiming that public development contracts are routinely diverted to TDP loyalists who pay arbitrary commissions. He suggested that these proceeds are split between local officials and higher-level figures within the Chief Minister’s Office, specifically naming IAS officer Pradyumna as a key protector of this network. Despite alleged pressure from the CMO to suppress the Bengaluru police investigation, authorities proceeded with a case. Reddy contends that Naidu’s practice of rewarding controversial officials with high-profile postings signals to the bureaucracy that public funds and personal conduct are beyond accountability.
