Amnesty International Warns of Rights Crisis in Khyber Pakhtunkhwa

The imposition of emergency rule and governor-led governance in Khyber Pakhtunkhwa has triggered sharp warnings from Amnesty International, which argues the federal government’s move threatens to stifle political dissent and further entrench military influence in a region already scarred by a history of enforced disappearances and extrajudicial security operations.

Babu Ram Pant, the organization’s Deputy Director for South Asia, explicitly challenged the legitimacy of the crackdown, citing reports of internet blackouts and the arbitrary detention of provincial leadership. He warned that the state of emergency, authorized by President Asif Ali Zardari on October 11, cannot serve as a legal shield for human rights abuses or the unchecked concentration of power.

Under Articles 232 and 234 of the Constitution, the federal government has dissolved the provincial cabinet and stripped the Chief Minister of all authority, citing a breakdown of order and rising terrorist violence. However, Amnesty International remains concerned that the shift allows federal lawmakers to override fundamental freedoms of assembly and expression. Pant urged officials to establish independent oversight mechanisms to ensure the deployment of armed forces does not supersede international human rights obligations or replace standard civilian policing.
