The project replaces existing signaling with communications-based train control technology and establishes a centralized operations center. With 220.4 million passenger boardings recorded in 2025, the upgrade is critical to increasing peak-hour frequency and minimizing service disruptions. Baku Metropolitan Closed Joint-Stock Company will also deploy integrated digital platforms to manage cybersecurity, asset maintenance, and real-time passenger information, aiming to boost energy efficiency and decision-making speed.
Beyond technical infrastructure, the investment prioritizes workforce evolution. The program includes comprehensive training and certification schemes, with specific initiatives aimed at increasing female participation in technical and digital roles. The total $515.07 million initiative is backed by the ADB, a $79.98 million contribution from the Asian Infrastructure Investment Bank, and $132.71 million from the Azerbaijani government.
