Paris Social Campus Secures €80 Million for Youth and Family Services

Two European banks are injecting €80 million into the redevelopment of a historic site in western Paris, aiming to centralize support for over 1,200 vulnerable individuals annually by 2030. The project, known as Project 40, will integrate education, housing, and child protection services at the foundation’s 40 rue Jean de La Fontaine home.

The financing consists of two €40 million loans from the European Investment Bank and the Council of Europe Development Bank, bolstered by an InvestEU guarantee. This capital infusion arrives as Île-de-France faces mounting pressure on child welfare services, with nearly 30,000 placement orders recorded in 2021. The redevelopment seeks to address systemic gaps where demand for aid currently outstrips available capacity.

Project 40 will modernize care facilities for unaccompanied minors and those within the child protection system. Beyond residential care, the site will host a hospitality school, social housing units, and a dedicated family center. These facilities are designed to tackle the cycle of instability where housing insecurity and lack of qualifications create barriers to professional integration. By consolidating these services, the foundation aims to provide a more cohesive pathway for those navigating poverty or family crises.

The renovation plan emphasizes environmental sustainability, utilizing bio-based materials and passive cooling across 70% of the existing architecture. The project also incorporates 6,000 square metres of green space, aligning the historic 16th-arrondissement site with modern ecological standards. As a recognized public interest foundation, Apprentis d'Auteuil currently operates 450 programs across its network, and this expansion marks a significant step in scaling its mission to provide long-term social support within the capital.
