The framework targets high-impact sectors including manufacturing, construction, transport, and waste management. By defining exactly what qualifies as a green investment, the Bank of Albania seeks to remove ambiguity for lenders and companies alike. This clarity serves as a practical tool for climate reporting and risk assessment, transforming sustainability from a broad concept into a concrete factor in capital allocation.
First Deputy Governor Natasha Ahmetaj characterized the framework as a fundamental shift in how capital flows through the Albanian economy, moving beyond mere corporate responsibility toward a more rigorous, data-driven investment climate. Alessandro de Concini, head of the EIB representation to Albania, emphasized that the taxonomy strengthens the country’s competitiveness by aligning its capital markets with the standards of the European Union. While the final draft provides the necessary technical screening criteria and legal groundwork, authorities have yet to outline a formal implementation schedule for the new requirements.
