According to Mamdani, agents wearing construction vests and masks surrounded the vehicle, providing no clear identification before discharging their weapons. While the child escaped physical injury, the driver was wounded and subsequently transported to a local hospital under federal custody. Mamdani revealed he held unsuccessful negotiations with President Donald Trump and Secretary Mullen to secure the man's release, describing the agency's actions as a state-sponsored act of terror.

Federal officials offer a conflicting account of the operation. The Department of Homeland Security stated that agents were attempting to apprehend a Dominican Republic national with a history of grand larceny and alleged ties to the Trinitarios gang. Tensions escalated outside NewYork-Presbyterian Allen Hospital, where demonstrators gathered to protest the agency’s presence, leading to at least one arrest. The shooting marks another data point in a broader trend; CBS News analysis indicates that Department of Homeland Security officers have been involved in at least 30 shooting incidents during the second Trump administration. Mamdani has since doubled down on his call for a complete cessation of federal enforcement operations within city limits, demanding that the agency be removed from neighborhoods, hospitals, and streets.
