Former CIA Official Pleads Guilty to $194 Million Fraud Scheme

David J. Rush, a former senior CIA official, admitted in a Virginia court on Tuesday to orchestrating a massive fraud scheme that cost the federal government $194 million. By fabricating classified programs and lying about his own credentials, Rush funneled public funds into luxury Florida real estate and gold bars.

The 49-year-old Ashburn resident utilized his government authority to command the transfer of approximately $145 million into a holding company under his control. He used these proceeds to acquire four high-end properties in Palm Beach and Hobe Sound. Beyond the real estate, investigators seized roughly 300 gold bars, $2 million in cash, and 35 luxury watches during a search of his home. Prosecutors state that Rush also attempted to illegally authorize the release of an additional $100 million from a government contract.

To maintain the deception, Rush fabricated "sensitive government activities" and invented classified programs to justify his spending. He further bolstered his position by lying to colleagues about his background, falsely claiming to be a former Navy pilot and a graduate of Clemson University and Rensselaer Polytechnic Institute. Records show he served in the Navy Reserve but never held these academic or military qualifications. CIA Director John Ratcliffe noted that the agency referred the matter to the FBI immediately upon discovering evidence of the misconduct. District Judge Michael Nachmanoff will sentence Rush on January 28 in Alexandria.
