Ninety-six percent of employer organizations across 22 Asia-Pacific countries report that labour and responsible business requirements are now central to commercial competitiveness. Rather than peripheral compliance issues, these standards have become primary factors in preserving market access and navigating complex international export relationships.

A recent International Labour Organization survey highlights a significant shift: 81 percent of respondents confirm firms face greater pressure to comply than just two years ago. Companies are no longer treating these rules as isolated legal or human resources concerns. Instead, they are integrating them into core business strategies to satisfy external buyers, manage human rights due diligence, and meet diverse trade-related obligations.

Employer and Business Membership Organizations are currently acting as the primary buffer, helping firms interpret a landscape cluttered with overlapping domestic regulations and international mandates. However, this support system is under strain. Over half of the surveyed organizations cite insufficient funding and limited staff capacity as major obstacles to providing the technical expertise required by their members. As the channels for compliance expand—ranging from trade provisions to supply-chain audits—these organizations struggle to translate high-level expectations into actionable workplace guidance. While the survey confirms an increase in perceived pressure, it stops short of measuring the actual impact on export volumes, operational costs, or tangible improvements in worker conditions. The challenge moving forward lies in closing the gap between rising regulatory complexity and the limited institutional capacity available to help businesses adapt.
