Latin America Targets $65 Billion in Transport Infrastructure Upgrades

Seventeen nations across Latin America and the Caribbean have unveiled a $65 billion transport investment pipeline, aiming to overhaul regional connectivity. The initiative, presented at the 2026 LAC Transport Forum, seeks to bridge a massive infrastructure funding gap while fundamentally restructuring how these critical projects are planned and delivered.

The Inter-American Development Bank Group estimates that the region requires $1.6 trillion in total infrastructure investment through 2030 to remain competitive. With transport alone accounting for $630 billion of that demand, the current $65 billion pipeline is a starting point. IDB Group President Ilan Goldfajn noted that inefficient planning currently wastes roughly half of every dollar allocated to regional infrastructure. By refining procurement and project assessment, officials believe performance can improve by 35% without requiring additional public spending.

To address these inefficiencies, the IDB launched the 'Transport Delivers' platform, supported by $2.5 million in initial contributions from Spain and Japan. This initiative promotes 'Procure+' reforms, which prioritize long-term asset value over initial construction costs. Data suggests that increasing competitive bidding can reduce prices by up to 8%, while integrating quality assessments can slash lifetime maintenance costs by as much as 20%. The program aims to secure an additional $10 million in donor funding to optimize the delivery of $20 billion in upcoming transport projects.
