The program, implemented by Banco de Desarrollo del Ecuador (BDE B.P.), utilizes a three-phase structure to ensure consistent funding for municipalities and provincial governments. This long-term strategy focuses on creating resilient infrastructure capable of withstanding climate-related challenges while improving daily service access for residents. The initial phase features $200 million from the World Bank, bolstered by $50 million from the Spanish Agency for International Development Cooperation.

Beyond direct construction, the funding supports the institutional development of BDE B.P. and regional agencies. By strengthening technical capabilities, the program aims to ensure that projects are not only well-planned but also managed effectively through the pre-construction phase. BDE B.P. General Manager Carlos Rivera described the initiative as a historic milestone, positioning the institution to evolve into a modern development bank. According to World Bank Division Director Ariel Yépez, this collaborative approach is essential for closing infrastructure disparities and fostering job creation across the country.
