The partnership brings together the Ministry for the City and Housing, Caisse des Dépôts, Union sociale pour l'Habitat, the European Investment Bank, and the Council of Europe Development Bank. By formalizing this coalition, the state intends to simplify access to European loans and guarantees, ensuring that developers can navigate complex funding landscapes to bring projects to completion.
Beyond financing, the Hub will provide critical technical assistance and engineering support. Project leaders will gain access to shared expertise in construction methods and renovation, a move aligned with the country’s "Relance logement" recovery plan. Minister Vincent Jeanbrun noted that this collaborative framework is designed to move projects from planning to delivery with greater speed and efficiency.
European Commissioner Dan Jørgensen highlighted the program as a potential model for other nations to align regional investment with local social housing needs. The initiative builds on a 2020 alliance that already funneled significant resources into French accommodation projects. With France having secured €3.4 billion in European Investment Bank financing over the last five years, the new structure aims to institutionalize this pipeline, using economic studies and cost observatories to identify and remove regulatory barriers to construction.
