Seychelles Secures $34 Million African Development Bank Loan

The African Development Bank has approved a $34 million loan to bolster Seychelles' economic resilience and accelerate its transition to a greener economy. This funding marks the final phase of a broader $84 million initiative aimed at streamlining government services, enhancing private sector growth, and implementing national living wage reforms.

The Economic Resilience and Green Recovery Support Programme (ERGRSP-III) targets three core pillars: public financial management, the business environment, and climate resilience. By integrating digital government services and electronic invoicing, the initiative seeks to simplify administrative hurdles for entrepreneurs while improving tax compliance. Previous funding cycles have already yielded tangible results, including a rise in tax revenues from 6.4% of GDP in 2023 to 8.2% in 2025, alongside a 12.1% growth in private sector credit.

Beyond fiscal policy, the program emphasizes environmental stewardship and labor market stability. Plans include long-term marine spatial planning and improved regulation of hazardous chemicals to mitigate climate risks. Simultaneously, the government is introducing a national living wage framework to ensure that macroeconomic gains translate into improved standards of living for the local workforce. Abdoulaye Coulibaly, Director of the Bank’s Governance and Economic Reforms Department, noted that these reforms are essential to protecting recent institutional gains and fostering an environment where private enterprise can thrive with fewer regulatory barriers.
