IDB Backs Brazil’s Tax Overhaul With Local Currency Loans

The Inter-American Development Bank is financing a digital and fiscal upgrade for São Paulo and Rio Grande do Sul, providing the capital necessary to transition state institutions to Brazil’s new value-added tax framework. This initiative marks a shift in how regional authorities manage revenue, oversight, and public spending efficiency.

The financing falls under the third phase of the Profisco III program, a federal effort to modernize tax administration through artificial intelligence, data analytics, and updated fiscal management tools. By integrating these systems, officials aim to reduce administrative friction for businesses while improving the reliability of state-funded services.

São Paulo secured a 750 million reais loan—roughly $167 million—to bolster cybersecurity and procurement transparency over a 24.5-year term. This operation is notable as the IDB’s first loan in Brazil denominated in local currency. Meanwhile, Rio Grande do Sul received a $120 million investment to overhaul its fiscal litigation and auditing systems. That state’s program, spanning 25 years, focuses on developing digital solutions to support the IBS Managing Committee, a central body in the national tax model. While the Board has approved the funding, actual implementation remains subject to final domestic legal clearances.
