Despite the diplomatic overtures, Moscow maintains a rigid stance. During a UN Security Council session, Lavrov rejected any cessation of hostilities, accusing European nations of leveraging potential lulls in fighting to bolster Ukraine’s military capabilities. Ukrainian Foreign Minister Andriy Sybiga dismissed the rejection as evidence of Russia's continued commitment to the offensive, which has now entered its fourth year. Beyond the European theater, Rubio also cautioned against the expansion of regional instability, specifically warning that the West Bank must be prevented from becoming a new flashpoint for conflict in the Middle East.
