Prime Minister Andy Burnham has identified the decline of local commercial hubs as a key policy priority, advocating for reduced business rates specifically for entertainment venues. His administration also favors stricter regulatory control over the proliferation of vape shops and other controversial businesses that currently dominate vacant units.

Wolfson dismisses these interventions as misdirected. Instead of enforcing artificial stability, he suggests that councils should permit the rapid conversion of properties to reflect contemporary demand. According to the Next executive, vibrant urban centers emerge only when commercial real estate is allowed to evolve alongside online shopping trends and brand closures, rather than being tethered to outdated zoning expectations.
