Madhya Pradesh Secures ADB Expertise for $1 Billion Clean Energy Drive

The Asian Development Bank has entered its first transaction advisory agreement in India, partnering with the Madhya Pradesh government to structure three large-scale renewable projects. By targeting $1 billion in private investment, the state aims to bolster its grid reliability and meet ambitious 2030 clean energy production goals.

The partnership focuses on preparing and procuring projects through public-private frameworks, with a primary installation planned for Shajapur. This facility will integrate solar generation with battery storage, addressing the critical challenge of evening peak demand when solar output vanishes but consumption remains high. By smoothing out supply fluctuations, the state intends to stabilize power for industrial and residential users alike.

Applying international procurement standards serves as a bridge between government objectives and private capital requirements. ADB Country Director Mio Oka noted that public resources alone cannot sustain India’s rapid energy expansion, emphasizing that creating bankable, transparent project models is essential to attracting global investors. The initiative directly supports the Madhya Pradesh Renewable Energy Policy 2025, which mandates that half of the state's electricity demand be met by renewable sources within the next five years. This collaboration leverages ADB’s regional experience in infrastructure financing to ensure the state’s transition from conceptual planning to shovel-ready construction.
