Since taking office, the administration has shifted its outreach toward a curated group of creators, overseen by new media director Emilia Rowland. While the mayor’s office maintains that these partnerships are unpaid, the arrangement offers influencers coveted proximity to power, including one-on-one interviews and invitations to exclusive events. This proximity serves as a currency, helping creators build their personal brands and attract commercial sponsors under the administration’s banner.

Transparency advocates remain skeptical of the strategy, particularly regarding the use of private messaging platforms to coordinate public narratives. City Hall has repeatedly declined to disclose the budget of its new media office or the full list of participating influencers. The line between organic support and state-sponsored communication is further complicated by separate agency initiatives; the New York City Campaign Finance Board, for instance, funneled $626,365 to 18 influencers during the 2025 election cycle to boost voter turnout.

Anya Schiffrin, co-director of the Technology Policy and Innovation Concentration at Columbia University, warns that this model creates a dangerous ambiguity. Unlike traditional journalism, which operates under clear ethical mandates, the influencer-government relationship lacks standard disclosure requirements. As creators balance commercial contracts with potential city agency work, the public is often left unable to distinguish between genuine grassroots advocacy and carefully managed political promotion.
