Federal safety regulators have launched a formal inquiry into Tesla’s driverless Cybercab, challenging the automaker’s decision to bypass traditional vehicle requirements. The National Highway Traffic Safety Administration is now demanding transparency regarding how Tesla certified a two-seater vehicle that lacks steering wheels, pedals, and mirrors as compliant with federal safety standards.

The probe specifically targets the technical data and internal processes Tesla utilized to deem the vehicle street-legal. While U.S. automakers possess the authority to self-certify their compliance with federal regulations, the agency is now questioning whether Tesla incorrectly determined that established safety standards simply do not apply to a car devoid of manual controls. This regulatory pushback arrives immediately after Tesla initiated commercial deployment of the Cybercab in Austin, Texas.

Tesla frames the vehicle as a breakthrough in accessible transportation, particularly for disabled passengers. However, the company’s assertion that it meets all applicable standards faces mounting skepticism. Currently, Tesla operates a fleet of 314 robotaxis in Texas, including 45 Cybercabs, while expanding its autonomous service footprint across Florida and California. Unlike traditional human-supervised operations, the Cybercab’s design forces a direct confrontation with the current regulatory framework governing autonomous transit.
